Juliana Arbelaez Mugno
Juliana Arbelaez Mugno is a Monitoring, Evaluation, and Learning (MEL) specialist with over 10 years of experience in international development, including participation in evaluations, applied research, and policy studies across Latin America, the Caribbean, and Sub-Saharan Africa. She has worked with institutions such as the Inter-American Development Bank, World Bank, International Finance Corporation, UNICEF, UNIDO, and the Government of Colombia, generating evidence-based recommendations to inform policy, programming, and learning in complex settings.
Juliana’s expertise includes developing theories of change, results frameworks, mixed-methods evaluations, and case studies for programs in education, social protection, and employment, including initiatives that support victims of armed conflict and promote peacebuilding. She has conducted education portfolio reviews and carried out participatory research with governments, civil society, academia, and the private sector.
In her free time, Juliana enjoys practicing Pilates and discovering new hiking trails.
